As a court access project officer in Tirana, I coordinate referrals between legal aid providers, court clerks, and social services for low-income users. The work has shown me where procedural fragmentation harms people most, and also where coordination alone stops working. When I proposed clearer referral steps last year, I could map where users lost track of their case, but I could not argue from legal design principles why one procedural model would hold up better than another under institutional scrutiny. My first choice is the LLM in Rule of Law for Development at the University of Oxford. Two modules address my gap directly: Law and Institutional Reform, which examines how procedural change moves from pilot to embedded practice, and Access to Justice: Policy and Practice, which grounds intake design in legal principle rather than only user-flow logic. I would also use the Bonavero Institute seminars to compare HMCTS digital intake reforms with the user-navigation benchmarks cited in Albania's 2021-2025 Justice Reform Strategy, and shape my dissertation around one transferable design question. As credible alternatives, I researched the LSE MSc in Criminal Justice Policy, which emphasises empirical evaluation of justice reform, and the UCL MSc in Public Policy, which covers implementation and institutional change. Both are useful, but neither offers the legal-design grounding the Oxford LLM provides. On return, I will work with my current organisation and the Justice for All civil society coalition to draft a revised intake protocol for two district courts, with referral completion and case-tracking accuracy as the indicators. Before presenting it, I would ask two Chevening alumni and one UK supervisor to critique the design note. If the pilot holds across one court cycle, I will bring the evidence to the next EU accession justice-sector working group.
