I also intend to use the Centre for Evaluation seminars to test my district data against peer critique, and to shape my summer project around referral governance, asking a supervisor whose work touches continuity of care to challenge my assumptions on consent and patient-data use. The UK relevance is practical, not symbolic: NHS experience with accountability for continuity of care speaks directly to gaps I face, and the course aligns with UK FCDO and WHO priorities on maternal health and health systems strengthening. On return, I plan to pilot an outcome-based evaluation of the revised referral pathway across three facilities, present the findings to my district director and the regional health directorate, and ask the directorate to decide whether the indicator set enters the next planning cycle. The pilot will be judged on referral completion, time-to-treatment for obstetric emergencies, and documented follow-up.
