Chevening Career Plan Essay Example: Civic data analyst in a city service innovation team

Short term, I will return to the city service innovation team in Chile as a civic data analyst and finish institutionalising the complaint-to-decision workflow I co-designed with the waste, licensing, and street-lighting units. In our first redesign cycle, median response time on missed waste pickups fell from 9 to 5 days across about 1,200 quarterly complaints. In my first six months back, I will produce a before/after note covering all three units, ask the municipal manager to attach it to the quarterly review pack, and propose that two adjacent departments trial the same format. Mid term, I will lead a pilot bringing two juntas de vecinos delegates into the quarterly complaint review alongside service managers. I already piloted one resident-led review for street-lighting complaints, where delegates reordered three of our top five priorities; the manager kept that reordering for the next cycle. The MSc Digital Government modules on digital transformation and comparative e-government will sharpen how I frame institutional constraints around participation. I will ask Chevening alumni in UK local government digital teams, plus course peers, to critique my indicator set and consultation script before I present it. The success measure is concrete: residents co-sign one annual service note, and the manager keeps the format for a second cycle. Longer term, I want to take this method into the Asociacion Chilena de Municipalidades peer-learning sessions, starting with the mid-sized municipalities working group, where two contacts have already invited a case presentation once results are documented. Other Chilean cities face the same gap between complaint data and service decisions. I still need to learn how to chair reviews where residents and managers disagree openly. That is the practice I want from the UK, and the working artifact I will bring back.
